Enclosure No. 1
Sir,
11th February, 1938
I have the honour to address you with regard
to the present and proposed salary of the Deputy Harbour
Master and to request that my views may be put before H.F.
the Governor for consideration.
As a result of the Salaries Commission in 1929 a
salary of £1000
-
£1200 X £50 per annum was adopted for my
office. My maximum salary is even less than that enjoyed by
such officers as for example:- The second Port Health Officer,
Assistant Bacteriologist, dead Masters, Executive Engineers,
Superintendent of Crown Lands and Divisional Superintendents
of Police.
I have long felt that my salary was inadequate
but hesitated to represent my dissatisfaction on account of
the financial condition of the Colony.
Now that the salary of other senior officers of
this department les received your favourable consideration
and new salary scales have been proposed, I submit that a
comparison of my salary with that of other deputies and also
that now considered appropriate for the Government Marine
Surveyor shows that my office has for many years been
inadequately remunerated.
It will be observed that there is a difference
of £400 per annum between the maximum salary of the Head of
this Department and that of his Deputy. In other large
departments the difference is proportionately less but in
my case it will be accentuated by the fact that free quarters
are not provided for my office.
The proposed new salary is less attractive to me
than my present one and I fear that if any reduction is made
in rent or lodging allowances I shall suffer a considerable
loss.
